a permit is not a home. a building permit means a city or county has approved construction to start. it is not a finished home, and some permitted homes are never built. read every number here as "homes the city said yes to". the map has two layers: cities and counties covers every one of them, from the census bureau's monthly permit survey; zip codes covers only the places that publish their permits one by one. where a place publishes nothing, the zip view says so with a hatched area, not a blank. an appraisal records view, where there is one, shows houses by the year the appraisal district says they were built: records of houses, not permits, kept apart.
